Soil Moisture is an important condition for effecting crop growth. It plays an important part in crop growth and yield. The soil moisture monitoring is the important research content of informatization of agriculture and the direction of development of digital agriculture in China. This paper takes MingGuang city for example, the soil moisture monitoring system of Mingguang city based on GPS/GPRS/WebGIS technology are researched and designed to provide effective methods for soil moisture monitoring. General situations of MingGuang’s region and soil moisture monitoring protocols which was promulgated by the State Ministry of Water Conservancy provide guidance for monitoring methods and monitoring spot location of soil moisture monitoring of MingGuang city.The paper has mainly researched the following research contents:(1)The paper designs portable instrument for monitoring the content of soil water based on GPS/GPRS. The instrument has STC micro-controller as the core chips, is composed by sensor, GPRS/GPS module and LCD display screen and so on. LCD could display the moisture datas gathered by sensor, GPS datas(latitude or longitude), acquisition time and number of instrument and so on. The datas are sent to the database through GPRS module. Laboratory experiments and field experiments are designed to adjust the instruments, the results show that the correlation coefficient between the datas which were measured in laboratory experiments and field experiments is close to1. It shows significant correlation.(2)Map is disposed on the SuperMap Deskpro platform. The basic database and spatial database of Mingguang are constructed. The basic database contains name of villages, towns and monitoring sites, time of monitoring, datas of moisture and so on. Administrative map of Mingguang is collected. Spatial database of Mingguang is set up after scanning and vectorization.(3)SuperMap IS.NET technology, spatial database engine technology of SDX+and open spatial database interconnection and exchange OGDC technology provide ideal WebGIS secondary development platform for the system. Various spatial geometric objects of GIS and image data set are stored in a relational database. To form integrated spatial database. Users can update, add and delete the datas. The spatial database can be accessed in an unified way to achieve writing and reading spatial datas and querying the information of the soil moisture monitoring sites. (4)The real time moisture content datas are analysed according to the evaluation index system of soil moisture of main crops in Anhui province. Drought or waterlogging situations can be drawed through the analysis of the crops under the current moisture content and provide guidance for agricultural production.The soil moisture monitoring system of Mingguang city based on GPS/GPRS/WebGIS which is designed in this paper has been made some preliminary tests. The result shows that the data acquisition part of the system is convenient to use, easy to carry. It can measure water content of soil accurately, orientate precisely and provide a convenient for the soil moisture data acquisition. The obtained data is processed by a series of steps by the soil moisture analysising system, B/S structure way is used to achieve inquiring soil moisture online based on soil moisture and map service and provide Web service for users.
