Research On Benefits Evaluation Of Commonwealth Suburban Forest Park

In recent years, the construction of suburban forest parks all around China is vigorously launched. Provinces such as Fujian, Shanxi, and Hainan have put forward the blueprint of building more suburban forest parks. Wenzhou has opened its first suburban forest park completely for free in2011. Commonwealth suburban forest park is under developing. This paper takes the benefit evaluation of commonwealth suburban forest park as the breakthrough point, through the research on the economic benefit, social benefit, and ecological benefit evaluation of commonwealth suburban forest park, offering suggestions for the future development of commonwealth suburban forest parks.This paper firstly summarizes the development and research situation on benefit evaluation at home and abroad, comprehending the theory, method, and model on these three aspects benefit evaluation. Then based on the domestic and international research regarding suburban forest park, this paper puts forward the concept of commonwealth suburban forest park, and analyses its character. Combined with the characteristics of commonwealth suburban forest park, this paper takes Zhoushan forest park in Luoyang as the research object, referencing all kinds of benefit evaluation methods, to determine the specific research plan. In this paper, the author uses travel cost method(TCM) as method for economic benefit evaluation, the fuzzy analytical hierarchy apprehensive process as method for social benefit evaluation, the data envelopment analysis as method for ecological benefit evaluation.To cope with the usage of three evaluation methods, this paper takes interview and questionnaire survey at the same time, putting out500copies questionnaire to the tourists and100copies of the community residents in Zhoushan forest park, and interviewing some community residents, tourists, and managers in the process of the questionnaire. According to the statistics and analysis, the calculated tourists’ recreation value of Zhoushan forest park is RMB19.1191million, the social benefit evaluation scores is69.56points, and the ecological benefit input-output efficiency is significant during2006-2011. According to the result, this paper summarizes the shortages of Zhoushan forest park, which are lack of environmental education function, low capability of community employment offering, and needed to develop the tourists’ consumption potential. This paper gives suggestions regarding how to make up the shortages, which are immediately set out to develop environmental interpretation system construction, make proper planning of entertainment construction, strengthen the propaganda promotion dynamics, and improve employment support ability. This paper takes Zhoushan forest park as an example, looks forward the future development of commonwealth suburban forest parks, which needs to constantly increasing construction, taking attention to environmental education function, strengthening the marketing, and improving the community participation.
