In2009, the Inner Mongolia Autonomous Region crop sown area of542.4hectares, plant diseases and insect pests disaster area36.12hectares,accounting for6.67%of total sown area. In2010,the crop sown area of549.9hectares, plant diseases and insect pests disaster area50.4hectares,accountingfor nearly10%of total sown area. Its extent of harm hinders the agriculturalproduction safety. But also, greatly restricted a farmer to add close. How toeffectively monitor of agricultural pests and diseases, and provide diagnosticdecision making, ensure farmer of agricultural increase production is addedclose is the problem that solves urgently. To this end, the farmer is pressingneed pest control expert technical guidance, the plant diseases and insect pestsdiagnosis decision system. Therefore, this study established a set of perfectInner Mongolia agriculture pest diagnosis decision system.The present study with the help of computer software and GIStechnology, selected by the the Inner Mongolia Autonomous Region Bureauof Statistics" statistical yearbook of Inner Mongolia"(2004-2011) ofstatistical data, the use of BP neural network model and empirical laws,realized Inner Mongolia pest management and timely diagnosis prediction,combine the Inner Mongolia Autonomous Region geographic data realizedinsect pests data based on Inner Mongolia administrative units of spatialvisualization display, finally to realize the system function to make theapplication analysis, for the relevant departments of decision support.Inner Mongolia agricultural pest diagnosis decision system in the userand system demand analysis foundation, through the function of the systemarchitecture design and detailed design, proposed based on B/S mode ofthree layer distributed architecture. The system uses ASP.NET+ArcGISServer9.3as the development platform, using Microsoft Access2003asdatabase, and through HTML, JavaScript, C#and other developmentlanguage and Ajax without refreshing the page, JQuery system development technology, combined with the related mathematical model and empiricalrules, complete the system development and realization.This paper elaborated the Inner Mongolia agricultural pest diagnosisdecision system design and the realization process, system realization mainfunction includes: Pest map browsing, disease and insect pest informationbrowsing, diseases and insect pests, diseases and insect pests, diseases andinsect pests forecast, unknown pests online submission and other functions.On agricultural pest information convenient to query, diagnosis, predictionand data analysis, and support the management decision-making, formulatescientific and decision-making, timely to carry out prevention and control,improving the control effect, reduce crop yield losses, in order to achieve theyield increase.
