Forest has the characteristics of wide distribution, long growth cycle, wide variety, complex terrain, the traditional method of forest resources management has many shortcomings, such as lacks of spatial information, poor real-time,data formats difference, transmission and sharing difficulty.Therefore, to construct an informational, digitizational, networking,intelligent forest resources monitoring and management system is very important to promote the development of forestry modernization.In this paper, the system design is reasonable and efficient, under the deep analysis of data integration, database construction, application and development, provides a set of advanced and practical technology for the construction of the forest resources monitoring and management system. To build a forest resources and ecological conditions monitoring and management system that can realize users online operation, forestry data unified management, forestry information shared online, attribute data analysis and spatial data output, providing ecosystem services and growth prediction services based on Internet.This paper expatiates on the application of WebGIS in the forest resources management system, understanding the development of the technical framework and working principle of software, through the analysis of the present situation and the demand of forest resource management of Pangu, the hierarchical structure, function and main system is designed in detail. According to the characteristics of forest resources data is multi-source and heterogeneous, data stored in the database after standardizad, to facilitate data management, query, updating and sharing. Configuration of the system development environment, using ArcGIS Server as two development platform, using the B/S pattern, REST architecture, IIS as the server, SQL Server 2008 as the database engine, Flex as the client development tools for system development,the release of network platform of forest resources monitoring and management system can provide the following services for users:the basis function to facilitate users to browse and positioning; the layers control function to control layers add and display; map query and database query function; special service andprint function; browse distribution map of forest ecological status and query forest ecological function index of subcompartment; prediction the stand volume stand density index and other factors from 10 to 50 years (10 years interval)in Pangu forest farm,to achieve the prediction of dynamic subcompartment resouce data and update.The system can integrate resources,implementation of the unified management of the forestry information, provide information collection, dissemination and query service for the forestry industry, to achieve rapid transmission of information and make full use of forest resources, truly realize the forest resources information sharing, visual management, provide the forest type distribution,species composition, distribution of soil, site condition, forest fires and other special services, query the whole and local forest ecological status in the study area,predict the future volume, stand density index and other factors. The system provides the scientific basises and technical supports for sustainable forest management and planning, forest ecological benefit evaluation,the development of forest management plan etc.
