Managing forest resorts is a complicated system engineering, for the resources of forest has a very strong space characteristic. The technology of WebGIS has merits of widely visiting, independent platform, cheaply developing, and simply operating, etc. Therefore, it has tremendous advantages using WebGIS to design and develop the forest resorts management system. This thesis takes the hill of Zijinshan for example, selectively analysising the emulation of fire spreading and subsidiary services for fire fighting, using Microsoft Silverlight and ArcGIS second programming, designed and realized the system of Zijinshan fire prevent management system. This system took use of all kinds of related geographic data, including vector data, image data, DEM data, and made a great processing task. On the foundation of original data, the handling work spread out many thematical maps, containing slope map, aspect map, classification map, etc, and then published those data to web. It is perfect using ArcGIS Server to visit the data and ArcSDE for Oracle to manager them.This system take use of B/S (Browser/Server) structure, and the web browser is the main software in client. The logic part is put on server, for this method saves the cost of developing, using and maintenance.On the aspect of UI designing, the system is separated into six modules. There are map inquiring, thematic maps, fire simulation, subsidiary for fire fighting, fire evaluation and information platform, taking the advantages of silverlight, which have friendly interface, rich media experience and flexible developing ways. All the modules are combined by the map view, and they can be controlled by the main panel. The system is organized logically and easy to operate. The main part of this system is fire simulation module, which contain the chief logic algorithm and data modal. Its were designed by investigating extant fire spreading models studied by experts at home and abroad. At last, the fire simulation system was accomplished by selecting suitable modal propitious to the system. In addition, many other analysis algorithms, such as network analysis and fire evaluation, were added in the system. It has rich content, friendly user interface and easy to operate. After arranged to IIS, it can be directly visited and operated. The system is integrated by PC technology, web developing, GIS and Oracle DBMS synthetically to realize the management and visualization of resort resource. It has powerful analysis function, and can show thematic maps, and can assist rescuers arriving at fire area when fire occur. It can imitate fire field according to concrete conditions. After fire, the system may evaluate fire grade by the loss and calculate the affected trees. Using the new method and platform can promote the forest resorts management to a higher level.
