Land resources is the means of production of human survival。Vast populationand limited farmland, short of cultivated land reverse source is fundamental reality ofour country. with the rapid social and economic development, land resources becomeprecious more and more. Needs of various social construction for land is increasinggreatly. Thus land consolidation becomes the main way to come up with dynamicbalance of total cultivated land, promoting the harmonious development of nationalsocial economy and sustainable development.The paper takes LuDing county for an instance. Under the support of ARCGISsoftware,using sample plot investigation method to measure and calculate LuDingcounty farmland improvement potential. First of all investigation statistics the presentsituation and problems of land use about the LuDing county which cultivated land canbe divided into plain land and hilly land, Cent type choose sampling area statistics ofcultivated land area,rural roads area, aqueduct area,raised path through fields area.Calculation the non-effective coefficient. Ideal plot method is used to draw upstandards for cultivated land consolidation of LuDing county. Measure and calculateLuDing county each township farmland consolidation potential.Finally, theclassification of cultivated land potential level.To combine with GIS techniques to analysis the data can acquire more scientificand intuitive result, is one of the advanced means inland resources research.The research results of article show that cultivated land have great potential forconsolidation of LuDing county. The government of LuDing should strengthen landmanagement and exploit land consolidation potentialities, and strengthen science andtechnology application. By consolidation the land to promote area economy, socialand environmental benefits of coordination and unity, and with the development ofsocial economy, three benefits continue to improve, forming a virtuous cycle, namelyat the different stages of the social and economic development, land use is sustainable.
