With the rapid economic development,the continuous population growth and the limited arable land,the man-land relationship is getting more and more serious.It is particularly important to develop efficient agriculture under the limited cultivated land area.Farmland consolidation and farmland transfer are the key to improving the efficiency of agricultural land use,and have been the focus of the government and society.However,in recent years,great changes have taken place in rural areas.In some areas,the use of farmland has been transformed a single mode of cultivation into a combination of farming and breeding.Studies on the impact of farmland consolidation on farmland transfer behavior often overlooked the farmer's use of farmland.Based on this,this study constructed an analytical framework for the impact of farmland consolidation on farmland transfer behavior in shrimp-rice farming area,and also analyzed the mechanism of farmland consolidation on farmland transfer.Field research was based on 535 questionnaires in Qianjiang,Hubei Province and Yueyang,Hunan Province.Through theoretical analysis and empirical models,the effects of farmland consolidation on farmland transfer in shrimp-rice farming areas were studied in depth,and it is of great significance to improve the development of shrimp-rice farming,the development of farmland consolidation system and optimizing of farmland transfer market.Field research found that the behavior of land use in Qianjiang and Yueyang presented a series of characteristics:(1)The use of farmland includes rice planting and shrimp-rice farming.About one-half of farmer is shrimp-rice farmer in Qianjiang and one-third of farmer is shrimp-rice farmer in Yueyang.(2)The agricultural income gap of farmers with different use of farmland is too large.The net income per mu of shrimp-rice farmland is 4000-6000 yuan,and the net income per mu of rice farmland is about 300-600 yuan.(3)The rents of farmland for different use are different.The rent of farmland for shrimp-rice is 700-1000 yuan/mu,and the rent for rice farmland is 80-120 yuan/mu.(4)The proportion of households in different production modes is different.The part-time rice farmers accounts for a large proportion of rice farmers and full-time shrimp-rice farmers accounts for a large proportion of shrimp-rice in Qianjiang.However the part-time rice farmers accounts for a large proportion of rice farmers and part-time shrimp-rice farmers accounts for a large proportion of shrimp-rice in Yueyang.(5)Different types of households have different farmland transfer behaviors.Rice farmers tend to transfer-out farmland,while shrimp-rice farmers tend to transfer-in farmland.The Heckman two-stage model is used to empirically analyze the impact of farmland consolidation on farmland transfer behavior in the shrimp-rice farming area.The study found that:(1)For full-time rice farmer,in the stage of farmland transfer behavior,farmland consolidation has a significant positive impact on farmland transfer-out,and has a significant negative impact on farmland transfer-in,in the farmland transfer scale stage,it has a significant positive impact on the scale of farmland transfer-out,and has a significant negative impact on the scale of farmland transfer-in.(2)For part-time rice farmer,in the stage of farmland transfer behavior,farmland consolidation has a significant positive impact on farmland transfer-out,and has a significant negative impact on farmland transfer-in,in the farmland transfer scale stage,it has a significant positive impact on the scale of farmland transfer-out,and has a significant negative impact on the scale of farmland transfer-in.(3)For full-time shrimp-rice farmer,in the stage of farmland transfer behavior,farmland consolidation has a significant positive impact on farmland transfer-in,and has a significant negative impact on farmland transfer-out,in the farmland transfer scale stage,it has a significant positive impact on the scale of farmland transfer-in,and has a significant negative impact on the scale of farmland transfer-out.(4)For part-time shrimp-rice farmer,in the stage of farmland transfer,the higher the non-agricultural income of farmers,the smaller the dependence on farmland,and the farmland consolidation has no significant impact on the transfer of farmland.In the farmland transfer scale stage,when the non-agricultural income of farmers is higher,farmer tends to transfer out farmland,and farmland consolidation has a significant positive impact on the scale of farmland transfer-out,and has a significant negative impact on the scale of farmland transfer-in.According to the above conclusions,following countermeasures are put forward:(1)Different use of farmland in the shrimp-rice farming area lead to large differences in farmland rents.The government should increase the intensity of agricultural land remediation and ensure the profitability of farmers.(2)With the expansion of agricultural land circulation,the transfer of farmland should gradually shift from quantitative to qualitative.The government should speed up the improvement of the farmland transfer system,establish an orderly agricultural land transfer market,and improve the efficiency of farmland transfer.At the same time,it should also introduce policies and regulations related to farmland transfer and shrimp-rice farming,increase the support of farmland transfer and shrimp-rice farming,and ensure the simultaneous development of farmland transfer and shrimp-rice industry.
