In recent years, with the implementation of the western development strategy, road construction of the Inner Mongolia Autonomous Region has been rapid development. However, due to the very fragile ecological environment of the Inner Mongolia region, the soil erosion of the highway in the development and construction process is very serious. In this paper, relying on Jingxin Expressway between Jining and Hohhot section of highway, based on the "three nodes", divide the prevention of the region, stats the project area, and analyze the deployment of transporting earth and stone. Through the methods of field investigation and data collection, analyze the soil erosion prediction, and design the soil and water conservation measures for the individual prevention partition based on the analysis. Provide reference experience for the future in this area of soil and water conservation measures system layout of the similar projects. The main conclusions are as follows:(1) Control of the three nodesThrough the control of the natural node, the Jining and Hohhot high-speed project can be divided into a partition of the low hilly regions and rushed alluvial plains; Through the control of the administrative node, stats the covers an area of the project, which is conducive to the implementation of the compensation expense of late soil erosion; Through the control of the project node, earthwork allocation and dispatching of road projects can be optimized, and reduce the amount of dregs.(2) Highway Soil Erosion PredictionAccording to the comparison of highway soil erosion prediction method, determine the use of analogy erosion modulus method for soil erosion prediction. Forecast the project disturbance on the original geomorphology area, damage to soil and water conservation facilities in the area, the amount of dregs, and water and soil erosion in the engineering forecast period,. And analyze the key period of the soil erosion and the key prevention and control unit.(3) Stationing of highway system of soil and water conservation measuresThe roadbed project area laid the stilling basin and other engineering measures for the roadbed excavation slope characteristics, as well as a combination of engineering and plant slope protection measures; Tunnel project area in the design of the plant measures change the traditional design, which tunnel entrance in the past based engineering measures, emphasized "integrity" and "natural" of the tunnel, increase the hole landscape design; For more serious soil erosion borrow pits, combined with the different conditions of each borrow pit, laid a cross-sectional gutters and drainage measures.
