The latest "national economy and social development thirteenth five year plan" China issued proposed to build a modern comprehensive transportation system, focus on the construction of highways and high-speed railways, these are typical of linear engineering. According to China’s current linear engineering construction experience, in the process of construction its very likely to cause a certain degree of soil and water loss, on the one hand it affects the operation’s safety of the project by the region’s ecological environment, on the other hand, it is a threat to the safety to the project after the project is completed. So it is very important to study the water and soil conservation measures in the linear engineering construction project.According to indicators of "Development Projects Soil Erosion Control Standards", "Beijing Water Conservation on Road Construction Project Technical Guidelines", "Beijing Water Conservation Ordinance" and other norms, also take project expenses into consideration. Taking expert scoring method to value the weight of index, in the end this paper put forward a set of suitability evaluation measures for the overall layout of the water conservation measures and its sub-item measures. Then this paper selects a mountain highway and a plain area highway of Beijing for example to evaluate the project’s suitability. Analysis results show that the overall soil and water conservation measures for the moderately suitable, engineering measures and temporary measures are highly suitability, plant measures moderate suitability, mainly plant cost caused by high, recommendations for the selection of suitable cheap species reduce the investment cost. Final results show that the evaluation method can provide a reference for linear projects and water conservation measures and the overall layout of suitability evaluation of the measures, but can also provide the basis for the design of some designers.
