This thesis presents how a universal medical insurance MIS feasible in Chinais developed in accordance with the relevant policies and practical situations of ourcountry. The structure and developing method of the NIIS are analyzed, followed bythe introduction of the development process in stages. The system development abidesstrictly by the requirements of software engineering, with all the files standard andcomplete. During the process of the development, we took into considerationpracticability as well as scientific principles. The system is developed under a quickprototype method. First, the logic module of the system is established through theanalysis of the policies concerning medical insurance, key business elements, thebusiness flow process and the information flow. Secondly, in light of the module, thesystem is setup including the design of the system network platform, developing tools,database, system code, software modules, system security, user interface and so on.Finally, the prototype of the system is implemented on the basis of the design. Andthe prototype becomes a product after its evaluation and improvement. In realizing thesystem, the reliability of the software is improved by way of employingobject-oriented technology and inheritance of object library, thus speeding up thedevelopment; and meanwhile, the system adaptability and security are enhanced byadopting such techniques as triggers, stored processes and others.The establishment and operation of the system should become the indispensablepart of the constitute in medical treatment system, and brings the certain economicbenefit and social benefit to the hospital and drugstore. The modern hospitalizationinsurance of fixed-point hospital and management system of a drugstore need to havethe support of information system, in order to adapt the change of the hospitaloperating mechanism, i.e. change the social welfare type to business accounting. Itdemands the management of a governor change from his experience to modernscientific management.For satisfying the complicated request of the system, adopting process-oriented approach to design the medical insurance system is systematic,including demand analysis, general design, the design and realization of the system.
