The Problems And Countermeasures Discussion Of Electronic Health Record Construction In Fujian Province

Objective: On the basis of the documents and materials of electronic health recordconstruction in Fujian province, combine with the questionnaires and interviews tounderstand the status of electronic health record construction in Fujian province, identifyingthe factors that affect the construction of electronic health record in Fujian province, andpropose recommendations to provided for reference to development of health informationtechnology of Fujian.Methods: This study base on the extensive searching and reading, analyzing relevant policyand the statistics which provided by the health administrative departments, and combinedwith residents’ survey and the relevant interviews.Conclusions: The conclusions can be concluded as following:Firstly, currently, due to the policies and regulations, financial, technical and otherreasons, there was a gap between EHR system development situation and goals. There havebeen contradictions between actual job requirements and system design, lack of management,and system construction of infrastructure and technical support is not yet complete.Secondly, the reasons of these issues are complex. Mainly during the constructionprocess, lack of the support and attention of governments and authorities; the lack of uniformstandards, procedures and monitoring mechanisms and inadequate; lack of economic interestcoordination mechanism; staffs attitude is not positive; lack of professionals who had healthmedical knowledge and computer&network technology.Thirdly, In order to make the above scenario can be implemented, the government andauthorities must increase their support and management; coordination among the variousgroups of interests; take advantage of the new health reform implementation; through policy(Including ensuring system building, funds invested, agencies benefit compensation,protection of individual privacy, network data security, electronic signature regulations andother regulations) support system construction, Meet the various demands of systemconstruction. Stressed people-oriented construction, focus on humanity, strengthening topdesign and the management of terminal, strengthening the training of professionals and staffs.
