To enhance the construction of talents group and increase the service level for elementary medical institutions are the important measures to reform the medical health system of our nation. This article considers policy design for the training of general practitioner through analysis of characteristics of the doctor career and relevant theories concerning human resources development. In addition, the article provides reference for general practitioner training management through research on bibliography as well as summarize foreign general doctor training system and experience of constructing general medical council. The three policy strategies of general practitioner training in Hunan province, namely, order form training by higher education, directional training for3year college students acquiring bachelor’s degree and position transfer training for general practitioner, was also compared and analyzed in this article. Centered on position transfer training for general doctors, the author has conducted fixed type and amount empirical research and issued questionnaire to randomly selected398student general practitioner,24management teachers and39elite training teachers from6general practitioner, training base as well as group interviews students, training teachers and relevant management staff. The research shows generally six problems exist in Hunan province general practitioner training including lack of occupation orientation for general practitioner, imperfect general medical council, teaching group fall back training requirement, lack of complete training quality control system, lack of sufficient hardware facilities in training base and lack of comprehensive general practitioner training evaluation system. Government should actively guide general practitioner training in the future, clear occupational orientation for general practitioner training, improve general medical council at all level and enable them exert their own effect, build complete general practitioner training system, provide life-long general medical education, enhance the construction of teacher group, construct general practitioner training quality control system, strengthen general medical training base construction, establish regional health talent training center, build general practitioner training evaluation system and strengthen training evaluation.
