Having been an important city in the south of China since ancient times, Guangzhouadjoins Hong Kong and Macao, and its advanced economy ensures its important position insouthern China. Guangzhou ranks first in economy in all the metropolis of all provinces inChina. The important location of Guangzhou makes its public security a problem. And thesecurity condition in winter was more onerous, and the rulers pay more attention. In the periodof the Republic of China, especially after the establishment of the Guangzhou as a city, thepolice department of Guangdong provincial capital changed to the Guangzhou public securitybureau in1921, the security precautions which are mainly taken charge of by the bureau inwinter entered a new period. As the continual war and unrest political situation, many otheragencies like military police command, garrison headquarters and the armies in Guangzhou aswell as local people actively took part in the security precautions in winter, which formed aphenomenon that the government and people make security precautions together in winter.Although there were about ten chiefs of police before Guangzhou fell in1938, the securityprecautions in winter always had been implemented efficiently on time every year. Flowinginspection, investigation and supervising of crimes as well as fire control play important rolesin winter security precautions, and also promoted the modernization of Guangzhou to someextent. The defect of winter security precautions and its implementation as well as thecomplexity of the era makes security problems of Guangzhou could not be completely solvedand we need to think deeply about its impact on the current social security management.
