Competency based education is a worldwide trend of vocational education system whichdeveloped in the1960s. It is presently a development direction of the international vocationaleducation reform. The concept of competency based education based on the outlooks onvalues of the ability education, focuses on developing students’ practical ability and theirinnovation spirit. It aims at the change of "stress on knowledge but competence" and " highmarks but low competence". This concept is not merely a modification of traditionaldrawbacks in education but a return of the education essence. The establishment of thecompetence based thinking marks the initial formation of the modern education conceptwhich meets the development needs of modern society. Higher Vocational Education attemptsat developing applied technology expertises who meet the need in the first line of production,construction, management, and service higher. This purpose has decided that the fundamentalguiding ideology in teaching can only be competency based. As one of the basic skills thatvocational students must master, English has been received great emphasis from those highervocational colleges. However, compared to the rapid development of higher vocationaleducation, English teaching is far short of the developing situation. Hence, to integrate intothe English teaching the competency based teaching philosophy, teaching methods, andteaching modes, has become the necessary sustainable road to the English teaching reformand innovation.Based on previous studies and starting from the competency based vocationaleducation, in close connection with higher vocational education practice, this thesis hassystematically explored the application of competency based education in College EnglishTeaching, through the collation and analysis of the the current situation and problems ofEnglish teaching, as well as the understanding of the " connotation","capacity " and "course" in competency based education. From the five aspects of teaching philosophy,teaching content, teaching methods and means, teaching modes, and assessment methods,this thesis has been studied and discussed.The author has obtained some valuable experimental conclusions and results in her feasible experiment of the application ofcompetency based education in her working college. The experiment proved that thecompetency based education is an effective method to reform the English teaching in highervocational college.
