Competency-based Education has developed since 1960s, which is one of the most popular vocational education systems and the goal of vocational education reform. Competency-based education focuses on career capability which is teaching objective and assessment standard, not subject-centered teaching model. With different change agents, the system has been changing education philosophy and teaching method. Overall, competency-based teaching is suitable for learning objective of vocational English. Application of competency-based education may guide English teachers on how to teach for preparation of students’career capability. It is learner-centered, based on career ability. Competency-based education can be one of useful tools to solve problems.Based on the history, essential elements and features of educational theories on competency-based education, the researcher compares the strengths of Graded Teaching of vocational English and traditional methods. Meanwhile, the questionnaire and test are analyzed and summarized and weakness is strengthened so as to transform the competency-based education theories into teaching practice in order to explore a practical approach on English education reform.
