Joseph Eugene "Joe" Stiglitz who are American economist and Nobel laureate in economics asserted:there are two things affecting human progress and changing the face of the world. First,the new technological revolution of the United States or other countries Second, China’urbanization. China’urbanization not only decide the future of China, but also have a huge impact on the development of the world. So "the edge of the city groups" derived from urbanization are bound to be a matter of concern. The gap between The rich and The poor are growing wider and wider and the "urban village " emerges, following the inflow of population,capital accumulation, market development and the expansion of the city. The bottom groups of society known as the "urban fringes" not only caused great concern of the Party and the State Council.but also went into view of the science, literature and other fields. And in the field of Art, people begin to reflect and expose this phenomenon. For example. Wang Xiaoshuai and Zhang Jiake’films exposed the living situation of the marginal figures who are abandoned by market economic,power and interests; In the chronicle photograph.we can read the old way of life and environment were rapidly eroded by modernization; Oil painting depict the survival status of migrant workers and sensitive and fragile mentality of the people who are making a living in the city. This paper is to explore the culture responsibility and cultural reflection of the contemporary oil paintings from Analysis and expression of the Chinese contemporary oil painting on the living situation of the urban marginalized groups. This paper first defined the concept of the "urban fringe groups", then interpret the contemporary Chinese oil painting on the edge of the city population from the object, the theme, creative approach, attitude and so on, and expose social and cultural thinking hidden in the attention and expression of this art on the edge of the city, ultimately, explore the cultural responsibility of the contemporary Chinese oil paintings and the cultural role of painters. This article presents the due cultural responsibility of the Chinese contemporary oil paintings is to actively lead to social reflection and to promote the humanistic spirit, and asked the painters should stand at the correct culture position to build a harmonious society and rebuild humanities.
