The Northwest issues Institute was established in Shanghai by Hu Shuhua、Guo Weiping and other scholars after the Manchuria Incident, when the problem of the Northwest had been the focal points of the society. This institute aimed at studying the problems in developing the Northwest, and offering advice to the Government.Through their research and fieldwork on Northwest issues, the scholars of the institute gave recommendations for the Northwest development such as transportation, water conservation, education, medical, and culture for the government. Furthermore, they appealed to remain people in the Northwest, solve in the ethnic and religious problems, and highly vigilant about theborder crisis. Most of these papers had been published in the Quarterly Journal.This paper aims at understanding the phenomena of Northwest development from the contents of these papers, reflecting the Northwest developing policies and actions of the government before the Anti-Japanese War from the origins, methods and advices given by those scholars, and realizing the interactive relationship between government policies and voices from the publics in the Northwest developments. This paper mainly consists of three chapters. Chapter one introduces an overview of the Northwest issues Institute and the Quarterly Journal of Northwest issues, including the historical background of the journal, the condition of the institute, and brief introductions of the start publication of the journal. Chapter Two decries the text contents of Quarterly Journal. The first section analyzes the viewpoints of scholars on various aspects--including the motivation, plans, measures and method--in developing the Northwest. The second section focuses on the northwest frontier crisis and the investigation reports. The third section is a specialized research on the authors of the journal. Chapter Three makes an evaluation of the institute and the journal. It proves that they have certain historical significance by analyzing the advantages and shortcomings of the institute and the journal.
