Tones and characters are the significant symbols which can distinguish Chinese from other languages. Because the tones have the function to verify meanings, the researching and teaching of the tones are superbly important. In recent years, Chinese philosophers have not only obtained abundant achievements through the Mandarin Chinese tones’study of students abroad, but also provided a reference for teaching Chinese as a foreign language. But for a long time, the studies of oversea students’ tones mainly focus on European and American students, as well as students in Japan and South Korea, while the acquisition study of the Vietnam, Thailand, Indonesia students’tones are few. What’s more, in the research methods, they mainly focused on the comparison of the tones of tone type, the start and end of the level, using perceptual methods allow students to hear tone judgment, and with experimental phonetic method to be normalized fundamental data, thereby adjusting type and value.In this paper, I used the methods of experimental phonetics, and construct mathematical model made a" ruler" for oversea students studying Mandarin Chinese tones learning. I will use the ruler to measure their tone learning situation.Using Matlab software to compose data extraction procedures, on the base of the operation results, the situations are compared individually. This paper is the conclusion: First, if their mother tone has tones, oversea students’Mandarin tone acquisition process will be a spiral process, in that, by the time of its native tone effects, the learning effects will appear fluctuation and repeated. Second, if their mother tone has no tone, the oversea students’Mandarin tone acquisition process will be a smooth rising process. Third, if their native tone has different tone values, it will also have effects on Mandarin tone learning effects, for example, in voice learning, Vietnamese students are more standard than the Thailand students. Forth, generally speaking, after a period of continued learning in China, the three national students’tone becomes better than their beginning, but the progress is not very clear, so, once they started to learn Mandarin Chinese, we should emphasize the learning of Chinese tones. In the end, from the jitter frequency parameter, the vocal fold vibration modes of the Vietnamese, Indonesian, and Thailand people are almost the same as Chinese, from theoretic reviewing, Vietnam, Thailand, Indonesia students learn Mandarin tone is not a big problem.In addition, establishing the mathematical models for the tones of the different levels of Chinese students in the three countries for Vietnam, Thailand and Indonesia students can achieve a realistic simulation of the computer to its tone, and though tones contrast, students can dynamicly learn Mandarin tones and correct pronunciation and improve the learning efficiency; in the same time, the model can also exactly reproduce the students’ Mandarin tone in the original state, precisely observe and analyse students’Chinese tones, moreover, it can provide a reference for the international Criminal Investigation; to a certain extent also provide information to the tone characteristics of the offender because the crime scene analysis of the voice can compare these characteristics with results of our analysis, helping to confirm a direction of investigation or a scope of criminal investigation.
