Just seven years since its inception in2004, Confucius Institute has attracted global attention, and demonstrated the unlimited vitality with its rapid development and great international influence. From the international promotion of Chinese language to the multi-cultural communication and exchange, Confucius Institute has made brilliant achievements as a platform for spreading the culture of Chinese language and showing the charm of Chinese culture.At the beginning, starting from the status and achievements of the construction and development of the Confucius Institute the paper introduced the development in global scale and operational management model of Confucius Institute based on development educational theory.Then, from the aspects of infrastructure construction, selection and effect of cultural transmission, public opinion and evaluation, combined with the contrast between Confucius Institute and the world’s major language promotion bodies, the paper raised the following aspects of question in the construction and development of the Confucius Institute. Firstly, on one hand, Confucius Institute is facing unbalanced development:Confucius Institute has a rapid expansion worldwide, however, supporting teacher materials is the relative lack, and teaching method is old, which desperately in need of a breakthrough in three aspects of teachers, teaching materials and teaching methods, on the other hand different enthusiasm state appeared in Confucius Institute and Chinese learning at home and abroad; Secondly, the Confucius Institute is Unworthy of its name:the Confucius Institute should be a nonprofit organization that aims to spread Chinese language and culture, in fact the Confucius Institute teaches more Chinese than teaches culture, the Confucius Institute is name after Confucius, but it does not based on spreading the idea of Confucius, what’s more, the choice of cultural transmission is not clear; Thirdly, the cultural transmission effect of Confucius Institute is not as expected, it did not change the status of China’s cultural deficit, which suffered constant criticism worldwide.Next, the paper proposed countermeasures for the problems of the Confucius Institute in the development process. Such as enhancing localization teacher materials, implementing teaching in different country; clearing cultural choices, focusing on cultural blending, strengthening the cultural transmission; establishing the Confucius Institute evaluation system, strengthening the protection of national policies, changing the mode of transmission of the Confucius Institute, upgrading the Confucius Institute cultural transmission effects.Finally, the paper made a prospect of a brilliant future of the Confucius Institute.
