Cultural industry is a smokeless and sunrise industry but also it is an intelligent and highly knowledgeable industry. Cultural industry is booming in the developed countries all over the world. Recently, China is also paying more attention to the cultural and creative industries. In October2010,"Twelfth Five-Year Plan on National Economic and Social Development in China" is introduced."Twelfth Five-Year Plan " separates the cultural industry development plan, which will improve the development environment and bring a broader space for the cultural industry.Firstly, the paper analyzed the basis of government regulation on cultural industries based on the summary of related theories, namely:ideological function of culture, economic attribute of cultural industries and creative protection-intellectual property rights.Secondly, the paper made a summary of historic trace of government regulation on cultural industries and the status of government regulations. With the cultural industries organization development and the improvement on the level of government to dominate the market economy, cultural system in our country has a perceptible maturity. From new government built to new century, culture system in our country has experienced three phases roughly.There are still some deficiencies in government regulation on cultural industries because of gradual reform of culture system, between ideological function of culture and economic attribute of cultural industries and the conflict between administrative management and property right management. Firstly, economic regulations are too strict, especially admission regulation and property right regulation; Secondly, regulation measurement lay particular stress on practice administrative measurement. The last, regulation system is not smooth.The major developed counties put stress on the development of cultural industries, and developed variety of measurements to stimulate cultural industries according to its tradition and own peculiarity. The paper draws the conclusion as the following tips.1. Specific regulation subject with comparative independence.2. Improve laws system to ensure the lawful operations.3. Classify rationally and adopt a diversified financing model.4. Macro level guidance by government scenically.At last, the paper put forward some strategy advices on government regulation system, regulation content and regulation measurements.1Straighten out the relationship between the government and cultural enterprises and institutions.2.
