The public cultural service function is an important part of the government’s cultural function. It is an important measure of modern social civilization. It is of great significance for the social stability and economic development. At present, our country is accelerating the process of marketization of public cultural services, which is an irresistible trend of development, the public cultural service system is not complete. Introducing competition mechanism into public culture service, playing the role of the market in the allocation of cultural resources, is of great significance to promote the development of public culture. At the same time, the marketization of public cultural service is the important embodiment of the government function transformation and the administrative idea change, and also the important measures to deepen the reform of the cultural system, and let people share the fruits of cultural development.This paper focuses on the "public cultural service" and "government regulation" two key words, respectively, and the related concept of the specific introduction, the system of public cultural services market in the government regulation of the problem, and from many aspects put forward to improve the public cultural service market in government regulation of the countermeasures. Specifically, the government regulation problems existing in current China’s public cultural service market is mainly reflected both in the following four aspects: the government "offside" and "Absence" phenomenon, in the process of government regulation lack of public participation and supervision, laws and regulations are not perfect and cultural service provided marketization government regulation of the high cost and low efficiency. In view of these problems, the author puts forward the countermeasures and suggestions on improving the government regulation in China’s public cultural service market from four aspects: the establishment of relatively independent cultural service market government regulations, encourage public participation and supervision, improve the legal system of market oriented government regulation and reduce the cost.
