Academy is the ancient Chinese cultural education and research institutions. In the course of development of over a thousand years, the academy has created a brilliant culture to popularize, innovate and develop traditional culture. In the context of the current speeding up the reform of the cultural system to promote greater development and prosperity of socialist culture, the research on development strategy of academy cultural tourism is not only benefit for reviving academy culture, but also developing cultural industries.In this paper, on the basis of research on academy culture and cultural tourism at home and abroad, it analyzes the specific meaning of academy architectural culture, institutional culture, and spiritual culture from three levels of the material, system, mental. Academy culture and cultural tourism integrated development has great significance to upgrade cultural tourism, promote the cultural industries, promote the traditional culture. Because of inadequate protection of resources, shot of cultural atmosphere, lack of publicity, and cultural tourism operation inefficiency, it promotes the sustainable development principles of Academy Cultural Tourism. And draw on existing cultural tourism development model, combined with the academy cultural resource properties, it analyzes five development models, such as direct use type, recovery history type, integrate and improve the type, short-term phenotype, the relevant theme type.The development of Academy Cultural Tourism is both cultural issue and economic issue. It relates to the complex relationship between local government, business entities, the academy of nearby residents and tourists. In order to analyze the development strategy of Academy and Cultural Tourism, that must rationalize the Academy and Cultural Tourism management system, responsibilities and obligations of the parties, and explore the establishment of market-oriented business strategy. In the end, taking the Yuelu Academy as example, it analyzes the Yuelu Academy successful experience in the operation of the Academy and Cultural Tourism, hoping to play a role in demonstration and guidance.
