A Study On Land Reform Of Gui County In The Initial Stage Of The People’s Republic Of China

The Communist Party of China carried out a huge land reform movement T with the establishment and consolidation of the local government’s regime in the new liberated areas in the founding of the People’s Republic of China. This campaign was not only changed the comparison of the rural economy, but also subverted the old political pattern, which made peasants own the land and be the masters in political position. The communist regime keep a foothold in land reform while also inspired the farmers’ enthusiasm on production, liberated the rural productivity and picked up conditions for the development of agriculture and the State revenue and expenditure.In December4,1949, Gui County achieved final emancipation. The County Party Committee and government of Gui County did the preparation on the land reform immediately. The land reform, firstly,struggled with hegemony, eliminating the banditry by and large and providing a relatively stable social environment for land reform. Form min-may1951to September,1951,Gui County started the movement of rent concession, laying a solid foundation for land reform movement.Gui County spread out land reform in whole County for three batches from late October,1951to June1952after the typical test of land reform. Although In the land reform the peasants possessed field, the time was so limited that emerged the inevitable phenomenon to cause many problems. In order to solve the land reform legacy and complete the land reform, Gui County spread out the reviewed work of land reform in two batches. The reexamination stroked the landlord class, corrected the class phenomenon, rectified the rural grassroots organizations, deals with the inequality distribution, solved the legacy and consolidated the achievements of land reform work.The influence of land reform was comprehensive. Economically, farmers who lacked of land made their dreams came true, in politically, the old rural regime organizations were destroyed and displaced by the new mechanism of rural regime. At the same time, the rural society took on a new look after land reform. Old and bad habits were transformed, fostering new practices. Land reform has made great achievements, but there were still some problems, which could not be ignored but deserved to reflect.
