Educational cooperation refers to the sharing of educational resources between China and a foreign party in order to complement with each other and thus enhance the teaching effect. Under such circumstances, teaching English as a second language has made its importance felt. The improvement of the students’comprehensive English language competence with the cooperation between the Chinese and foreign teachers has drawn much attention from the educationists, which is hoped to make one plus one more than two. However, not enough research is done on vocational college education, especially on the Chinese and foreign teacher resources.Based on a case study of the China-Canada English language teaching cooperation initiated by the Canada-Chengdu Advanced Technology Training Center (herein after referred to as the China-Canada Program), and by surveying and analyzing the teaching performance of foreign teachers, the this paper discusses the differences between Chinese and foreign teachers in teaching philosophy, teaching goals, teaching assessment and standards, and probed into better ways of using the teacher resources and enhancing the comprehensive English language competence.This paper suggests an effective integration of the Chinese-foreign teacher resources, and further proposes a three-dimensional teaching model of "teacher resources integration-construction" exploring ways to improve the students’ comprehensive English competence. Applied research using the model is conducted in the China-Canada Cooperation Program, and the course preparation, course plan, syllabus design, textbook selection, and classroom teaching design are discussed with detail. A practice example is given in a whole unit hoping to provide reference for vocational English language teaching under similar circumstances and to enhance the cooperation between Chinese and foreign teachers in order to improve the comprehensive English language competence of the students.The last part of this paper is a reflection of the main points proposed and the possible limitations of this paper.
