In recent years, frequently happened ecological damage which is caused bymarine oil spills has been one of the main reasons threatening marine ecologicalsecurity in our nation and leads to the negative impacts on the economy, ecologyand life around our sea water and in coastal area. In the process of lawmaking tosolve these oil spills, learning foreign experiences and combing the specialcondition in our country, we have got some achievements. The translation OnConstructing the Legal System on Prevention of Ecological Damage Caused byMarine Oil Spill can make foreign experts know the activities and achievements wehave made in this area and promote foreign cooperation and exchanges even thedevelopment of the legislation program. Applying the translation theories to thisinterdisciplinary practice makes a further understanding, a breakthrough on the legaldocument translation from the aspects of oil spills and ecological damageprevention and grabs the features of legal language and the switch of the thoughtwhen doing Chinese to English translation. This paper helps us to deepen the marineEnglish knowledge, develops marine law vocabulary study and offers suggestions tothe people to do the marine lawmaking activities.According to the features and practical conditions of legal document translation,the translating has mainly followed the Skopos and Functionalist Theories, using theapproaches like comparative study, empirical study and experience summary indetail. Through this study, a series of terms on marine lawmaking and ecologicaldamage management have been concluded and new understanding on theinterpreting the part of speech and sentences has been got to know as well as theusage of amplification and omission with the detailed contexts. Following the features of this paper and the legal document translation while jumping out of the oldway of legal translation, for a better information transfer, the cultural factors, theachievements and the developing trends on this field have been reflected.
