In May2012, Beijing has officially become the12th World Design Capital and a member ofthe UNESCO Creative Cities, which undoubtedly affirms the results of the development of thecultural and creative industry in recent years. Whether in industrial added value and the numberof the employed population, or industrial form and industrial scale, Beijing, ahead of other citiesacross the country, plays a leading role in promoting the development of cultural and creativeindustry in recent years.In the information age, with the Internet technology developed rapidly, creative works arespread and exchanged through the network to the consumer. And the form of new works in anetworked world constantly gives copyright law based in the traditional works a big challenge.Software, network and computer service industry is one of the most important industries in thecultural and creative industry of Beijing. It is very important to strengthen intellectual propertyrights protection of software, network and computer service industry in terms of the cultural andcreative industry as a whole in Beijing. According to our current intellectual property law,analysis of typical case of intellectual property infringement, and the experience on intellectualproperty protection for software, network and computer service industry in U.S, the paper pointsout the problems on the protection of intellectual property rights in the software, network andcomputer service industries in Beijing currently, and makes appropriate recommendations for itsimprovement.Finally, based on the intellectual property protection for software, network and computerservice industry, the paper draws intellectual property protection recommendations for thedevelopment of the industry from improvement of the law, administrative management, businessmanagement and public education. Then, appropriate proposals should be extended to other industries to get policy recommendations of protection of intellectual property for the culturaland creative industry in Beijing.
