Since1980s, economic globalization has been the most outstandingcharacteristics of the world and results in the internationalization of the highereducation. The internationalization of the higher education refers to theexchanges, cooperation and competitions of the higher education, which iscross-nations, cross-ethnics, and cross-cultures.In China today, with the further development and deepening of the“reform and open” policy, especially after China’s entering into the WTOsuccessfully, the society prefers the coming generations to be professionalsboth in their specialist fields and in communication in English rather thanthose who are either expert at English or at specialist fields. Against thebackground of the trend of globalization, academic exchanges betweenChinese and overseas educational organizations increase extremely. There aremore and more Chinese-foreign cooperatively-running programmes (CFCRP)on the higher education level, which becomes one of the ways ofinternationalization of the higher education, and an effective shortcut torealize the goal of cultivating internationalized specialists and to conductCollege English reform in China.There are several Chinese-foreign cooperatively-running programmes(CFCRP) in Inner Mongolia Normal University (IMNU), and the SQA-HNDprogramme is one of them, cooperatively run by Chinese Service Centre forScholarly Exchange (CSCSE) under the Ministry of Education in China andScottish Qualifications Authority (SQA). The SQA-HND programme wasinitiated in IMNU from2004, mainly involving five majors. The research,taking Business with Human Resource Management as an example, studiesthe status quo of the bilingual education under the SQA-HND programme.Bilingual education in the research refers to the teaching of non-English subjects in English and in Chinese. The author aims to answer the followingthree research questions through the results obtained from questionnaires,interviews, and in-class observation administered among teachers andstudents of the SQA-HND programme.Research question1: What are teachers’ and students’ attitudes andunderstanding of bilingual education under the SQA-HND programme inIMNU?Research question2: What are the characteristics of bilingual educationunder the SQA-HND programme in IMNU?Research question3: What are some problems existing in bilingualeducation under the SQA-HND programme in IMNU?In order to answer the above research questions, the author administered200copies of questionnaires to randomly chosen students studying in theSQA-HND programme and14copies to the teachers who teach in theprogramme. Interviews were taken respectively among10students and5teachers. The author also observed three teachers’ bilingual teaching inclassroom. Through the research, the author collected information of students’and teachers’ attitudes and understanding of the bilingual education under theSQA-HND programme, as well as the characteristics and problems existing inthe SQA-HND programme in IMNU.Although many researches had been carried out on the bilingualeducation in China, there is less research on the bilingual education under theSQA-HND programme. The study is significant pedagogically, which isguidance for the delivery of bilingual education in other SQA-HND centresand in IMNU. The research also provided bilingual teachers, administratingdepartment, and other bilingual programmes in IMNU with some suggestions.
