Coastal reclamation is one of important ocean development projects for humanto develop ocean, coastal reclamation expands the living land and develops room ofhuman, at the same time it also causes a lot of negative problems, such as thedisappearance of coastal wetlands, the deterioration of sea water’s quality, the largeextinction of offshore animals and plants and the decrease of gulf’s tidal prism,which is damaging the natural environment on which human and living beings relyfor existence.Ecological ethics spread across China in1980s. In just ten years the profoundphilosophical concept, new ethical value and the moral code “A brotherhood ofman” of ecological ethics is increasingly going deeply into our minds as well asguiding and promoting all parties of market and society, it is also reforming “threecontemplations”（world outlook, view of life and values）and changing “threemodes”（production mode, living mode and thinking mode）.The wide blue ocean and its abundant resource are the important part of earth’secological homes. China possesses vast ocean and long coastline. In the21st century, the industrialization process of China is accelerating, at the same timeChina is speeding up the ocean resource development and transforming resourcesuperiority to economic advantages, with which the process of Coastal reclamationis also accelerating. As part of whole industrialization and urbanization the aboveprogress pays attention to seizing and neglects to protect, takes economy intoaccount but makes light of ecology, the open of offshore resource is unreasonable.The offshore marine ecology problems of China is increasingly serious, whichchanged into marine ecological crisis and seriously the integrality of human andprevented human from using marine resource, thus, human is beginning toconsidering the coastal reclamation from the view of ecological ethic andconsidering the relationship between human and ocean. Human has realized wemust pay attention to the natural value and rights and remodel the new equalecological ethic relationship between human and ocean when we develop themarine resource, meanwhile we must undertake the due moral obligation andethical responsibility.
