The safety issue of nuclear power is not just an issue for techniques andmanagement. With the superiority and high radioactive risk, nuclear power, which islike a double edged sword, brings human not only happiness and convenience but alsodisasters. Ethics is not supposed to be something abstract that remains unconnected tothe nuclear power economy, especially with the human oriented scientific view ofdevelopment proposed, it should be a factor weighed over more frequently in makenuclear safety more considering ethics. Therefore, this safety issue is a problem ofresponsibility and human nature, in other words, is an ethical issue.The leak of nuclear materials in Japan in2011, have caused doubts arising frompeople on the use and development of nuclear power, even leads to a pause to thedevelopment and utilization of nuclear power in some countries. Further more, theworldwide ambitions in the development and utilization of nuclear weapons in thisnew century, have spelled even more concerns from people around the world. Atpresent, due to a variety of factors, the development of nuclear power in China stillhas problem of all kinds, such as the lack of nuclear ethics guidance and supervisinglegislation on nuclear safety, the shortage of human resources in nuclear powereconomy and the difficulty in choosing the right technical route.In this paper, nuclear ethics as a starting point, analysis of the history of China’snuclear power construction and development status, and proposed the construction ofnuclear power in the current problems in China’s socialist concept of scientificdevelopment perspective, the analysis of China’s scientific development and the valueof nuclear construction ethical considerations and the principle of nuclear powerdevelopment, and finally from the ethical, legal, technical and policy aspects ofnuclear power development, to me their opinions and suggestions, hope this study canbe helpful for the construction of nuclear power.
