A Study On The Administrative Responsibility Of Local Government In The Culture Industry Development In Hebei Province

With the globalization of economy and the rapid development of science and technology,culture industry characterized by knowledge, technology and intelligence is fast rising in theamalgamation of culture and economic, becoming the new economic growth point in manycountries and regions.Considering the actuality of cultural industry development in hebei province, this paperattempts to discuss the following issues clearly:First, I want to specify what kind of administrative responsibility the local governmentshould undertake in developing cultural industry in terms of theory. As the special backgroundof the socialist market economic system, our government plays a leading role in thedevelopment of cultural industry. As an executor of the central policy, local government staysat the first position in the development of cultural industry. So probing into what kind ofresponsibility the local government should undertake in developing the cultural industryprocess is particularly important.Second, at the practical level, I want to analyse the problems appeared in thedevelopment of cultural industry and the relationships between these problems and localgovernment. In the article, I start my discussion from problems, that is, from a concreteanalysis of current culture industry development in hebei province, including achievementsand hidden problems, such as the transform of government function is not thorough enough,that is, haven’t fully by management-analysis steering service-oriented government; theproblem of governing idea, such as to develop culture industries in the way of developingcultural undertakings, resulting in low administrative efficiency and lack of market dynamic,etc.At the end of the article, I put forward some specific solutions in order to keep the goodmomentum now and to solve the problems gradually. The solutions aim at the problems ofthe local government in Hebei province in developing the cultural industry, mainly includingtransformation of government functions, adjusting the structure of cultural managementdepartment, setting up the guidance funds for cultural industry development, reasonable decomposition local government culture management function, and resolutely implement“The five strategic project” concentrate the development of cultural industry in “The eight keyareas”.
