Research On Local Government's Ability To Guide The Development Of Cultural Industry

As proposed by the Central Committee in the party's 3rd Plenary Session of 18 th CPC Central Committee,This brings new opportunities and challenges for to developing culture industries in China.The success of cultural industry has been regarded as an important criterion to measure the comprehensive strength of the country.It is also an important way to improve the quality of economic and social development and to enhance the national comprehensive comprehensive strength..Local governments should give full play to the functions of macro-control,market supervision,and policy assurance so as to enhance its guiding ability in the development of the culture industry.Through the promotion of the scale of the market,it develops in multiple,rapid,comprehensive and global ways,playing a good role in achieving economic and social benefits.Therefore,through the use of public management,public administration,cultural and other multi-disciplinary theory knowledge,it should further the correlation analysis and system research to the ability of local government guiding the development of cultural industry,explore the promotion strategy of the ability of the local government to guide the development of cultural industry.This can make the ability to better adapt to the needs of the development of cultural industry,so as to promote the cultural industry towards deeper development,improve the overall level of China's cultural industry.The ability of local government to guide the development of cultural industry refers to the local government's resources and energy during the period of leading and guiding the development of cultural industry to continuously meet the people's spiritual and cultural needs and promote the prosperity and development of the cultural industry.It includes five aspects: the strategic planning ability of,the ability of policy implementation,the ability of material support,the ability to cultivate talents and the ability to supervise the market.At present,the ability of our local governments to guide the development of cultural industries is insufficient,and the problems are mainly manifested in the latter four abilities,which are generated from behind the shackles of ideas,imperfect of policy system,the lack of overall planning efforts,the obstruction of the traditional cultural management system.In this regard,the promotion stratage should follows four aspects: one is to change the ideas of guiding and developing,enhancing the ability to implement policies;the two is to perfect the policy support system,improving the material support capability;three is to optimize the overall planning function,enhancing the cultivating talents ability;the four is to accelerate the reform of the cultural system,promoting the market supervision ability.
