With the further development of global economic and trade integration, the increasingly frequent and close international shipping business has been calling on more and more seafarers who are proficient both in English and navigation technology officers. Maritime Special English course is designed by almost all domestic maritime colleges and relevant training institutions to cultivate such seafarers, to meet the needs of economic growth and shipping market. However, the present study and research of Maritime Special English mainly focus on some microscopic things such as teaching methods, teaching materials, teachers training, etc. It’s clear that the research is not enough to meet the needs.Therefore, this paper breaks through the previous research limit and detailedly discusses and analyzes how to make systematic and scientific instructional design so as to facilitate the Maritime Special English teaching and improve the quality and efficiency.First of all, the concept of Maritime Special English is discussed from the perspective of English for Special Purposes (ESP) and the relationship between Maritime Special English and ordinary English is made clear in the paper. After that, this paper analyzes the Maritime Special English teaching situation and reveals some problems in it which includes unclear course orientation, outdated teaching mode, backword teaching materials, inadequate teaching staff, and chaotic teaching organization and management, etc. To solve these problems some measures are put forward in the paper:1. set up the course reasonably and practically,;2.speed up the compiling of teaching material and establish network database;3. enhance training of teachers;4.establish special research institution for Maritime Special English. Then, Based on the teaching reform direction, this paper mainly discussed how to make systematic and scientific teaching design for Maritime Special English course. Firstly, the Maritime Special English teaching should be guided by the constructivism teaching theory and needs analysis theory. Secondly, three main principles should be persisted during the whole teaching process, that is to take the student as the center, keep the authenticity and be open in teaching. Thirdly, Maritime Special English teaching should be carried out as the following4steps:1.make the teaching analysis before hand;2.optimize the learning environment;3. Take flexible teaching method;4. Make real evaluation. Finally, according to the author’s practical experience of Maritime Special English teaching, the detailed steps to carry out constructive teaching design and results of anchored teaching method are analyzed in this paper.In the paper, the author analyzes the concept of Maritime Special English and the steps to make the instructive design. It’s aimed to obtain the scholars’attention and concern to the teaching and research of Maritime Special English which is of great help in developing more maritime talents proficient in both English and navigation to meet the demand of the international shipping market.
