In the Dynasty of late Qing, with the economic depress and volatile political situationand disaster constantly. The official relief can not help the people.So the nongovernmentalrelief began to rise in1876with rapid development and growth, become the main relief mode.Then The Red Cross was founded in ShangHai in1904marked the nongovernmental reliefstart to modern excessive. However there are many materials of nongovernmental relief inShenBao. It can help us learn the process of nongovernmental relief rise and development.The nongovernment relief organization as a new thing, in order to deal with the disasterwas founded by a temporary work organization. With the disaster appear constantly. Thetemporary work organization are specialized constantly, final the size of the nongovernmentorganization.Nongovernment relief leaders used various methods to raise funds. When they arrived atthe disaster area, besides gave the supplies to refugees directly, they also taken somerehabilitation measures.In the beginning of nongovernment relief, it was great concern from the whole society, inorder to prove the necessity of its existence nongovernment relief do a lot, eventually, itbecame an ignored strength.Due to the nongovernment relief in the ear of things cultural collisions, it not onlyaffected by Chinese traditional charity but also affected by western charity.
