Intercultural Communication Competence is a crucial research topic in the field of intercultural communication, as well as in the research of foreign language teaching. Only learning a foreign language and the relevant expertise does not necessarily contribute to effective communication between different cultures. Therefore, Intercultural Communication Competence plays a vital role and how to improve Intercultural Communication Competence becomes the significant project in foreign language teaching.Many scholars at home and abroad have done a lot of research on the intercultural communication. The focus of the research on the intercultural communication competence is on the actual reflection of the intercultural awareness and the intercultural communication competence, and the subjects are rarely the non-English major freshmen who have just entered the college. In addition, there is still no agreement on the correlation between the intercultural communication competence and the language proficiency.The author conducts the investigation about the intercultural communication competence for the non-English major freshmen combining the quantitative and qualitative analysis. Through the questionnaire and the test, explore the level of the intercultural communication competence for the non-English major freshmen and the correlation between the language proficiency and the intercultural communication competence. According to the results and conclusions, give some suggestions and opinions under the condition of English teaching in China.The thesis explores the intercultural communication issues from a new perspective, the conclusions are as follows:First, The ICC application for the non-English major freshmen is generally at the moderate level. The performance of ICC application for non-English major freshmen with better language proficiency is relatively better. The level of the ICC self-assessment for the non-English major freshmen is moderate, and the development of the three aspects of the ICC assessment is uneven. Specifically the non-English major freshmen have a good performance in the intercultural awareness and the intercultural sensitivity, but they are not good at the intercultural effectiveness.Second, the correlation between language proficiency and the test of ICC among the non-English major freshmen is low, in other words, the application of ICC and the development of language proficiency for the non-English major freshmen are not synchronous; while the correlation between language proficiency and the self-assessment of ICC among the non-English major freshmen is high, in other words, the ability of assessment on ICC keeps pace with the development of language proficiency for the non-English major freshmen. The non-English major freshmen with good language proficiency have a high assessment on ICC and vice versa.More importance should be attached to the non-English major freshmen on the ICC appliance and the improvement of ICC to keep balance with the development of language proficiency. Since the correlation between language proficiency and ICC does exist, the investigation forecasts the intercultural communication competence can be improved by the improvement of language proficiency for the non-English major freshmen.
