Human beings exist with culture. Culture cultivates people and offer people with valuesupport through the power of cultural spirit and regulates people’s behavior. After30years ofReform and Opening-up, the productivity of our country develops hugely and our comprehensivenational strength is enhanced, and people’s living standard is improved. Against this background,the call for spiritual culture is urgent. The Eighteenth Congress of the CPC proposes to guaranteepeople’s basic culture rights, illustrating the attention that our country and party pay to individualculture rights. This thesis uses individual culture rights as its main thread to explain thephilosophical meaning of individual culture rights and expound the dialectical unity relationbetween individual culture rights and developments. Based on the current status of people’sindividual culture rights, the thesis comes up with methodology principle and effective methodsand to foster a comprehensive development of people in order to realize people’s culture rightsand enhance people’s free, comprehensive and harmonious development.The main body of this thesis consists of four parts：The first part is about people’s culture rights and the philosophical meaning of individualdevelopment. First, it confirms that the so-called people is real people. On this basis, it definesthe philosophical meaning of culture and culture rights, and it makes further analysis about thebasic feature of culture rights, namely the generality, equality, and potentiality and sociality andhistoricity. It also clarifies the basic content of culture rights, namely the gaining of knowledge,delight of emotion, strengthening of will power and the forming of proper values. Then, it furtherthe final destination of human development is people’s free, comprehensive and harmoniousdevelopment.The second part is about the value analysis of culture rights in human development. First, itexplains the inner requirement of human development in the realization of human culture rightsfrom the aspect of human nature. Then it expounds human culture rights can enrich people’sspiritual world, including fulfilling spiritual culture needs and elevating emotional level. Finally,it explains human culture rights can strengthen people’s spiritual power, including activating people’s culture initiatives, fostering will power and knowledge, and illustrating people’s valueand enhancing the use of human creativity.The third part is about the current status of the realization of human culture rights. First, itanalyzes the situation of the national human culture rights. On this basis, it concludes that theproblems in human culture rights, such as excessive chasing of material needs, ignorance of thefull use of free time, the need of improving the level of spiritual culture, difference of realizationof culture rights and vulgarization. Then it points out the individual and social reasons behindthose problem.The fourth part mainly deals with the methodology principle of realizing individual culturerights and enhancing comprehensive development of human beings. And it the guidance ofmethodology principle, it discusses the means of guaranteeing individual culture rights andenhancing comprehensive development of human beings. First, the methodology principlemainly consists of the principle of integration of materiality and spirituality, the principle ofcombination of entirety and part, the principle of combination of reality and transcendence. Themeans are made up of four aspects: to develop social productivity from economy, to establishsocialist cultural value from politics, to expound, protect and inherit traditional culture fromculture, to elevate individual quality and manners, and to practice actively from individual.
