The Labor leader Clement Richard Attlee formed the first LaborGovernment from the end of the Second World War in1945. Fullemployment is one of most important targets of this government, toachieve this aim, the Attlee Government implemented series policieswhich had a significant influence in Britain.The thesis mainly does a history and empirical research on AttleeGovernment’s employment policy, including the origin and theory ofemployment policy, policy practice and its effects. There are tow cluespenetrated in this article, namely the economic employment policy andthe social employment policy.The thesis contains five parts: The introduction is about the sourcesand the meaning of this topic, as well as the summary of former academicresearch at home and abroad, the elaboration of academic points anddefinition of related conception.Chapter I mainly introduces how the Attlee government’semployment policy came out step by step. Facing the severe employmentsituation from the Second World War, some famous British scholars had put forward their own proposals, such as Keynes and Beverages, and theBeverages Report became the blueprint of the post-war British welfarestate. And then the Employment White Paper showed that the governmentstarted to be responsible for the high employment rate. The Attlee Laborgovernment provided a good political environment for the fullemployment in Britain.Chart II from the economic policy and social policy, respectively,introduced the Attlee Labor government employment policyimplementation. Economic policy was analyzed in two aspects ofmicroeconomic and macroeconomic. Keynes advocated the use of fiscalpolicy to regulate the practice of social demand, to some extent, itpromoted the realization of the full employment, but he ignored monetarypolicy, which makes the macroeconomic policies of Attlee Laborgovernment aimed at promoting employment during the period producedlittle effects. From microeconomic policy point of view, the effect wasmore obvious. The nationalized measures, industrial policy and the salaryrestrictions policy will be presented and analyzed. Social policy mainlymeans the unification of national insurance, including the former unemployment insurance and relief. It can reduce the unemployment ratefrom another angle of conducting a comprehensive protection ofemployment injury and health care.Chart III aims at searching for the characteristics of employmentpolicy during the period of Attlee government. These characteristicssummarized below: first, strong government intervention; second, underthe mixed economic model to promote employment; third, prominentsocial welfare characteristic. At the same time, the thesis analyses thetheoretical basis based on the characteristics above.Chart IV is the assessment and position about the employment policyof Attlee government. At last the thesis concludes that though theemployment policy and measure of Attlee government caused someproblems, it does promote the postwar economic recovery, show the firmattitude towards achieving full employment and high attention to thecommon people’s life.
