The American economy developed rapidly during The second world watr. TheAmerican economy made huge achievements in the wartime, the jobless rate droppedto almost zero,employment problems of the United States was almost fully solved inthe wartime. With the end of The second world war, the United States economy mustchange from the wartime mechanism to peace mechanism. Military industry’sreduction will lead to a large number of workers who lost their job, the end of the warin the front battlefield will also make a large number of veterans pouring into thedomestic employment market. If the workers can’t find job in the peace time, it willbring adverse effect on the U.S. economy.The federal government must face theproblem of employment policy priorities.The federal government take a series of measures to keep the full employmentand ensure the U.S.economy continued prosperity. Franklin D.Roosevelt signed the"G.I.Bill of Rights" On June22,1944,to deal with the relocation of war veterans, thebill make a positive effect for the American education,it also played a positive role inthe American economy.After the death of the President Roosevelt, Truman becamethe new President of the United States. Truman keeping on promoting veterans’retired work, he also urged to make full employment legislation. In1945the "fullemployment bill of1945" caused the domestic various forces of debate. PresidentTruman signed the "Employment Act of1946",Truman’s government does norealized full employment.The employment act was the beginning of the federalgovernment at this period.Indeed, the Truman government to implement the employment policy does notreally achieve the goal of "full employment". This does not preclude the federalgovernment’s employment policies’ significance, if the "New Deal" period of "foodfor work" to force the U.S. federal government to assume the employment of thepeople in the specific context of the "Great Depression", then the federalgovernment’s employment policies of the Truman show that the employment problemin times of peace the federal government to assume the responsibility, and opened theprelude to the implementation of active employment measures.
