Research On Poicies Of Chinese Film Industry In The Recent Ten Years

Since the reform and opening up, Chinese film industry also has gone through reforms. The reform ranges from improvement in the1980s to the comprehensive reform and mechanism transformation in the1990s, to the normalization and openness in the21th century. The past three decades has witnessed the ups and downs. As the economy boosts rapidly and the living standard improves greatly, Chinese film industry is now experiencing great prosperity and development. Since2003, Chinese film industry has gained momentum after setting up the aim at industrialization. The domestic market enjoyed revival in box-office sales, the number of audience and cinemas. In2012, the box-office sale in urban reached17,073million RMB, outpacing Japan and becoming the second largest movie market in the world.Based on the results in last20years, the reform of Chinese filmdom is on a new start in system and mechanism with the guiding line of film industry. There are more and more many policies and plans made by central and local governments,for example,theater chain, film company, lower access, country-film-2131-project and film-going-out-project, and so on. With the supporting of all policies in film dindustries, Chinese film industry in on the period of rapid revival and development.The Chinese reform and opening up, economy globalizing and the rising of digital films are developing at the same time with the reform fo Chinese filmdom. In the backgound of such events, the reform of Chinese filmdom has changed in three aspects. The first change is from the highly concentrating-planning system to governing-serving system in market economy. The second change is from for worker, peasant and soldier to propagating the main melody and supporting the diversity in art guiding principle. The third change is from being trested as enterprise to industry in the properties of film.This paper firstly analyses the reform of Chinese filmdom administration and the evolution of Communist Party of China’s art policies, and then gives a brief revies of filmdom’ reform in1980s and1990s. With carrying the research on the development of Chinese film market and results of policies, this paper analying all policies of film industries. In the end, this paper points out defects of Chinese film market and gives some advices, which puts on a significantly practical meaning.
