Research On Chinese Film Industry Policy Based On Text Analysis

At present,all countries in the world are vigorously developing cultural industries to promote the upgrading of industrial structure and enhance economic strength.The film industry,with creativity and content as its core and technological development as its driving force for progress,is also an important focus for the development of the cultural industry.The film industry has the characteristics of high scientific and technological content,large added value and small environmental pollution.It shoulders the historical mission of promoting the development of cultural industry and enhancing cultural soft power.The rapid development of the film industry cannot be separated from the guidance and support of national policies.The government regulates the film market through policies and regulations,influences the input and distribution of film resources,and determines the development direction of the film industry.After years of development,China's film industry policy has basically established a relatively sound policy system for the film industry,which greatly promotes the development of the film industry.However,with China's film industry leading the world in scale and the government has increased its support,the film industry's growth rate has slowed down for two consecutive years,and the film box office has encountered a bottleneck.In this context,how to implement the transformation of the film industry and how to support and guide the government policies require us to think seriously and actively explore.From the perspective of text analysis,this paper takes China's film industry policy text as the research subject.On the basis of combing the policies of the film industry,this paper makes a quantitative study on the elements of the film industry policies,the division of the policy target areas and the tools for the realization of the policy objectives.The main research content includes statistical analysis of the elements of film industry policies from four aspects: the year of policy release,policy category,policy type and policy issuing department,Based on the policy text co-word matrix,the commonality matrix network map analysis,cluster analysis and multi-dimensional scale analysis of the film industry policy,Dividing China's film industry policy into four major areas: film support policy,film review and supervision policy,film screening policy and film enterprise reform policy;combining policy tools with the film industry value chain to establish a policy tool to analyze the two-dimensional framework,respectively,the policy tool single-dimensional analysis and two-dimensional analysis.Through the empirical study mainly concluded: The film industry policy is highly normative and restrictive,but it lacks guidance and maneuverability on the whole;The frequency and density of film industry policy announcements are not balanced,and the coordination and coordination capabilities of relevant departments in film policy development need to be strengthened.The film industry policy pays too much attention to the application of environmental policy tools,and the use of supply policy tools is relatively few.The application and combination of the three types of policy tools also have the problem of proportion imbalance.The strength of policy support for film production,distribution and release is different,and there is a lack of policies related to film derivatives.Accordingly,the following recommendations are made:Taking the film industry promotion act as an opportunity to enhance the guidance and operability of film industry policies and enhance the effectiveness of film industry policies;Establish a coordination and linkage mechanism for the main departments of policy formulation,and strengthen cooperation between policy entities;Appropriately reduce the frequency of use of environmental policy tools,increase the use of supply policies,and coordinate the use of policy tools;Balance the support of film production,distribution and screening,and accelerate the introduction of policies related to film derivatives.
