Cultural and creative industries in the world create the economic value of approximately$22billion every day, and increase by5%every year; it becomes a manifestation of developed countries’soft power and "the fourth growth pole". Intellectual property-based cultural and creative industries not only create great wealth and provide employment opportunities, but also play an essential role in the process of changing the economic structure. Cultural and creative industries create a knowledge economy and are in line with the low-carbon requirements of world, which is very important to achieve economic growth pattern change and sustainable development. With the development of cultural and creative industries in various countries and regions, building cultural and creative development index to analysis and compare potential development and current development level is necessary, Then it will make a great significance to the development of Chinese cultural and creative industries.This paper gives a systematic discussion of the theory of cultural and creative industries, and compare home and abroad evaluation index system, then establish the cultural and creative industries evaluation index system based on the characteristics of the cultural and creative industries. Then according to the availability of Chinese and foreign statistics and realistic data, we calculate the cultural and creative development index and the international cultural and creative development index. Through contrasting Chinese cultural and creative development index and international cultural and creative development index and analyzing the development impact factor, we present the reality development of China’s cultural and creative industries as well as policy recommendations.
