Culture industry is known as the gold industry in the industrial society.Since the1990s, It has become one of the fastest growing industries. All of thecountries in the world constantly improve the cultural innovation and thecultural development of consciousness in the process of strengthening culturalconfidence. As the typical representative of eastern culture——Japan andSouth Korea, their cultural industry development pattern in1995~2005hasbeen basically mature, especially they use the government leading mode todevelop cultural industry, the technology、culture and art are an organic whole,the east and west culture is united in wedlock, achieving cultural soft powerand economic "hard power" harmoniously, and successfully ranks among theworld’s cultural industry development in a short time,arousing a lot of countriesand regions of the high attention.Japan is the most developed countries in the Asian culture industry, SouthKorea is the rising star of the Asian culture industry.On behalf of the importantConfucian cultural circle,their successful cultural industry application in thedevelopment of prosperity plays an extremely important role. The culturalindustry development model not only directed clear position in development ofcultural industry、promote the cultural resources effectively and efficiently, butalso guaranteed the healthy and sustainable development. Compared withJapan and South Korea and other cultural industry power, China’s culturalindustry, on the whole, is still in the initial period of development, tostrengthen the culture industry planning and guidance, and to promote itsdevelopment and prosperity are the urgent needs.Based on these, this paper will focus on culture industry and theirdevelopment model of Japan and South Korea, using economic theories andresearch cultural industry status (1995~2005) from Korea and Japan,inorder to grasp the cultural industry policy、legal systems、investments andfinancings、training incentive mechanisms、cultural intermediary organizationsand the internationalization strategies. The experience of the development ofcultural industry from Japan and South Korea is beneficial and soundreference for our country’s cultural construction and development.
