Research On The Prison Enterprise System Reform About Women’s Prison In Hebei Province

As a direction of mechanism reform, prison enterprise system reform has got profund and significant impact on the administrative mechanism and economic development of prison corprate in recent years. In the transition process of prison enterprise, it is a crucial prerequisite that the government should garauntee enough funding invested in prison guard and administration. Only under this protection, the prison enterprise could commit the revolution without hesitation. Then it is an important task that how to establish a prison enterprise system which can adapt not only the development of prison but also the improvement of communism marketing economy to encourage prison enterprise system revolution from diverse perspectives and to ensure the prison system reform in right direction.On the basis of modern administrative and economic theory, this article studies the modern prison enterprise governing structure starting with the prison revolution history, describes the current state of prison enterprise. From the perspective of the company judicial person, it also points out the methods utilized in reforming prison enterprise system after the seperation of company from prison, in which the difficulty is how to properly operate and manage the prison and company. Based on the analysis of foreign prison administration experience and national testing prisons, for instance, Hebei Female Prison, this article discusse the difficuties faced by modern prison enterprise system revolution and provides the following suggestions to further deepen the reform in prison enterprise system.To begain with, this study summarizes contemprary state of prison company in China, and analyzes its dual attributes. Secondly, this work compares and investigates the experience of both domestic and foreign prison company system revolution, and detects problems such as desiding the attributes of prison company, solving the relationship between prison and company, and improving the prison enterprise system. At last but not least, according to the conception of judicial person modification frame, the article discusses the system reform experice of Hebei Female Prison, points out solusions to the key problem in reform, and suggestions to deepening prison enterprise system reform.
