Relations Between Local Governments In China Under The Guidance Of The Scientific Concept Of Development

Since the reform and opening up, along with the economic system and political system reform, the local governments in china have more autonomy, but also has the development of power and pressure. Local governments at various levels and the relationship between the increasingly close, this has become the important phenomenon in china’s current political and economic life . Looking into the future of the political and economic, relations between the local government and the lateral relationship in China will become more closely and more important. But in the positive side to see it, we must face up to the relation between local governments in the operation of the problems produced, as local government industrial isomorphism phenomenon seriously and local protectionism, cross regional public affairs management failure, malignant competition quite prominent etc, these problems with the scientific development view state advocated. Based on the theory of reflection and practice, the paper added borrow decentralization and autonomy multi-agency management theory, the theory of regional development, and interdependence theory, organizational network theory analysis tool, the material analysis, comparative analysis and historical research on under the guidance of the scientific concept of relation between local governments in China were studied.This paper is divided into six parts. The first chapter is introduction. Firstly, this account of the research background, theoretical and practical perspectives from this study analyzed significance; Secondly the relations between local governments and research status review; Finally this research contents and methods were summarized. The second chapter is under the guidance of the scientific concept of the relationship between the local government of the general theory is analyzed.
