we should continuously perfect the cadre appraisal system which adapts to thescientific development concept and the correct outlook, and this is the new requirementsto the future leadership of the party and government cadres’ requirements.Against this real problem of the leadership cadre examination, this paper takes theexample of Guangzhou city’s practice of the leadership’s cadre examination inGuangdong province, and uses the measure of charts and empirical, deeply analysis theproblems and the reasons which cause these problems of Chinese leadership cadreexamination. Besides, combined Guangzhou’s practice of leadership cadre examination,this paper puts forward the measures to improve Chinese leadership cadre appraisalsystem.Through the study, we found that the main problems of Chinese leadership cadreexamination include: inaccurate positioning of the leadership cadre examination; theproblem of classification assessment and the problem of Party and governmentrespectively appraisal; the problem of appraisal system’s operability; the problem of thereliability of the results of the exam and the use of the results of assessment. Againstthese real problems of the leadership cadre appraisal system, the paper combines theconcrete practice of Guangzhou’s officials assessing, and proposes the countermeasures,which includes: a clear assessment of the basic principles; improve the examinationcontent, to make the contents of the assessment able to fully reflect the requirements ofthe scientific development concept and the correct view of achievements; expandassessment democracy; improved assessment methods, make the Balanced Scorecard canbe fully using in the government leadership cadre appraisal system.
