Export Credit Insurance (ECI),backed by national finance,is a kind of policy method providing risk guarantee for enterprises in the economic activities, such as export trade, foreign investment and foreign project contract and so on. Today,the economic expanding is obviously in the global,Export Credit Insurance attracted the worldwide attention by its features as promoting foreign trade,increasing the opportunity of employment and so on.China’s Export Credit Insurance started in 1988,it is a late start compared to other countries. Once handled by the Chinese People’s Insurance Company and the Export-Import Bank of China .Government established the China Export Credit Insurance Corporation to do the business in 2001. After 20 years of development, China’s export credit insurance has made a tremendous progress, but compare to our rapid development of the foreign trade, it is still not good enough, not to mention the big gap between us with the developed countries.So,study the Export Credit Insurance thoroughly is very important to our China.A good way to cover the Export Credit Insurance is the prerequisite of the Export Credit Insurance’s development. But in China did not make a clear regulation on it.The Insurance company usually take the series protect way. But the way to put all export business to the Insurance company is now can not meet our current needs of the export insurance business, we should let the business man choose the way to cast the Export Credit Insurance by their own according to their business.It is very important to sign the contract of the Export Credit Insurance after determined the way to cover the Export Credit Insurance .In this part our country made a very simple regulation.After study the parties and content of the contract , we should encourage the content of the contract, take the Cost escalation cover and Exchange risk cover into the contract of the Export Credit Insurance. Besides,we’d better lde the government to sign the bilateral agreement with other countries to support the Export Credit Insurance by diplomatic consultations.Lastly,after the understanding the shortcoming in the whole process of the Export Credit Insurance ,it brings forward some suggestions to improve our national legal system for export credit insurance aimed at the defects of the Export Credit Insurance,including making out and perfecting laws and regulations,establishing rational operation and management mechanism,establishing internal-management system of the export enterprises and reinsurance and so on to perfect the Export Credit Insurance system.
