A Study On Citizen Political Participation Of The Northern Xinjiang

Citizen political participation has become the important index ofsocial democracy and is also one of the main characteristics ofpolitical modernization. China is a multi-ethnic country and citizens ofall nationalities enjoy equal political participation rights. With thefurther development of opening and reform, Northern Xinjiang, amultiple ethnic frontier region, is undergoing profound changes insociety, economy, politics and culture. Thus it’s very important forbuilding a harmonious society to maintain the region’s politicalstability and promote political development. Analysis of everynationality citizen’s political participation rights in the northernXinjiang not only has important significance to protecting andrealizing the citizens’rights, to promoting understanding andtolerance between nationalities, but also to the maintenance of thesocial harmony, political stability and the common prosperity of allethnic groups .For looking into the current situation of northern XinJiang citizenpolitical participation, this paper, on the basis of learning andabsorbing available research data, made a questionnaire andanalysed to northern XinJiang citizen’s participation on politicalaffairs. This paper believes that the main motivation of political participation in this area is the interest motive, power motive, faithmotive and communication motive, restraining factors were alsoanalysed from aspects of nature, economy, culture, nation, religionand internationality . Due to northern XinJjang’s special geographicallocation, the paper put forward that Citizen political participationshould play a role to maintain political stability, promote politicaldevelopment, and reveal that Citizen political participation from allnations is based on the principle of The people being the masters, andaims for peace, unity and harmony.From the perspective of modernization, especially the human’smodernization, this paper believes that the main problem onexpanding the political participation right in this area is high cost,irrational and inverse system. Therefore, we should solve thisproblem in the way of adhering to the leadership of the party,strengthening the system construction, speeding up the developmentof education, optimizing the social environment, wideningparticipation levels and channels.The paper holds that Citizen political participation of northernXinJiang is carrying forward continuously and is showing a trend ofmagnifying and getting ordered. In this case, citizen’s participation inpolitical affairs of all nations should be brought in the orbit of nationalpolitical modernization, making Citizen political participationadaptive to leapfrog development, maintaining simultaneousdevelopment between expanding citizen’s ordered participation inpolitical affairs and harmonious society establishment.
