Political participation is an important part of democracy, a main route to realize the civic political rights and an important indicator to measure a country's political development level. Therefore, the expansion of Citizen Participation is the essential requirement of socialist democracy development and an important part of socialist political civilization, and moreover orderly political participation is an important prerequisite and a guarantee to achieve the sound development of the country's political life. Based on the social reality that our country is in a historical period of sharp differentiation in the interests, all inevitable against under the interests'differentiation and lots of out-of-order political participation existed, studies about China Citizen Participation are hold. After the reforms, the emerge of new social strata and interest groups have fundamentally changed the class structure of Chinese society, but also changed the allocation pattern of social benefits and social resource. How to integrate the interest demands of different levels of political participation, to regulate their political participation behavior and to guide orderly, become the problem needed in-depth thought of current development of China's socialist democracy. This thesis takes Marxist theory as a guide, trying to start from the relationship between political participation and orderly political participation of citizens, straight hit the dilemma of Citizen Participation, and discusses the ways and means to expand orderly political participation.On the basis of further analysis of the meaning, conditions, effect of political participation, the paper re-defines the concept of the Citizens'Political Participation Orderly, and discriminates the related concepts. Based on a careful analysis of the characteristics of the Citizens'Political Participation Orderly, the paper discusses the value of the Citizens'Political Participation Orderly from the height of the political development. This thesis thinks that the Citizens'Political Participation Orderly is the intrinsic requirement of socialist democracy and an important guarantee for maintaining political stability, and an important way to promote the development of socialist political civilization. While the paper studies the situations of the Citizens'Political Participation Orderly at present, it analyses all kinds of factors which influent the expansion of Citizen Participation. On this basis, the paper discusses the principle that Citizen Participation in China should uphold the ways and means of Citizen Participation expansion. At this stage, the Citizens'Political Participation Orderly is facing: the heightened sense of civic participation under the market economy, but lack of political participation ability , knowledge and political participation skills; lack of political participation of citizens institution building, and political participation channel is not smooth; disorder political participation and apathetic political participation co-exist. The impact of Citizen Participation in the constraints are: economic factors which causes increased differentiation between rich and poor, income gap, conflict of interest and interest demands; cultural factors affected by traditional culture and cultural values of the existing social, and institutional factors such as non-smooth channel of political participation and international factors under the globalization effect. The paper discusses that in such a complex environment, to expand the citizens'political participation orderly, we need to adhere to the following several principles:The first is to uphold the party's leadership, gradually expand orderly citizen participation in political affairs under the leadership of the Communist Party of China; the second is that the expansion of the orderly participation in political affairs should adapt to the reform process of China's existing political system, so as to ensure that the citizens political participation can be absorbed and digested by the existing political system, in order to maintain political stability; the last and most important is that the orderly political participation of citizens should adhere to the principle of citizens'free will. At this stage, because the ability of the political participation of citizens is insufficient, the guidance of the Party and government is needed, but the guidance does not mean mandatory leadership, so the orderly political participation of citizens ultimately depend on the citizens voluntarily, endogenous enthusiasm of citizen participation in public affairs, fight for the rights is the internal driving force to expand the orderly participation in political affairs.Only to actively seek effective ways and means of order political participation expansion, it can resolve the current plight faced by the Citizens'Political Participation Orderly and achieve the real goal of development of socialist democracy. The first is to actively foster participatory political culture of citizens, and only a mature civic culture can ensure an orderly political participation of citizens; The second is to promote civil and political socialization, give full play to the role of the Government, political parties and non-governmental organizations in the process of civil and political society; the third is to promote political reform, the establishment of a sound basic political system. At any time, any condition, the system is fundamental. The basic political system includes people's congress system, political party system, grass-roots democratic self-government system, administrative hearings, and petition system etc. Finally the paper discusses that in the new historical period, we must continue to broaden the social channels of the Citizens'Political Participation Orderly, to improve the social organization and management regulations, the management of the various social organizations, to smooth channels of political participation of citizens and civic groups, to reduce its non- system political participation.
