At present, with the shortage of energy, rapid climate changing and thedeteriorated environment of global context. The rational use of renewableresources by the countries is highly focused. Among the currently availablerenewable resources, solar and wind energy is the world’s most widely used twokinds of energy. Affected by weather, there are shortcoming such as instabilityand high cost about photovoltaic systems and wind power systems. Within thescope of time and space away from most of the out lying areas of the grid, windand solar energy are abundant with good complementarily. There are theadvantage of wind and solar small-scale power generation systems toimplementing. Therefore, it is necessary to developing a low cost, highefficiency and good performance. High reliability wind and solar powergeneration system to meet the demand from the remote mountainous areas of thegrid independent power supply. The main content of this dissertation are asfollow:1. the structure of wind and solar power generation system is analyzed, it isresearched on the working principles and operating characteristics of the variouscomponents of the wind and solar power generation system. It will be provided atheoretical basis for the next wind and solar power generation controller design.2. The control strategy of wind power, photovoltaic generation and batterycharged and charging are analyzed. It is focused on the research of the maximumpower point tracking control. And so summarized a set of effective controlled.3. A wind and solar power generation controller is designed basing on PLCcontrol. The hardware circuit of the controller and module circuit works areanalyzed in detail, and research a set of corresponding control software.4. As the background of the Inner Mongolia Autonomous in the northernregion, it relies on characteristics of the base of wind and solar resources, basedon a reasonable estimate of the household electricity load, determination of theactual output power of the wind turbines and photovoltaic cells, the small windand solar systems is one for users of the region that is designed. After the simulation data shows that the small wind and solar power generation system isto meet the needs of the local electricity consumption.
