In order to thoroughly implement National long-term educational reform and Development Plan (2010-2020), National long-term talent development program (2010-2020) and the spirit of the important speech delivered by General Secretary Hu Jintao at the General Assembly in celebration of Tsinghua University’s100th Anniversary as well as several relevant documents on part of Ministry of Education about comprehensive improvement of the quality of higher education, and to effectively fufil STCW Convention Manila amendments from International Maritime Organization (IMO), China’s higher maritime education must take the initiative in adapting to the nation’s economic develop requirement, meeting people’s increasing desire for a safe, reliable, and environmentally friendly maritime transportation, transforming in the sphere of oceason transportation from a large nation to a strong power, implementing marine development strategy and playing its role in leading the sailing culture and passing on the sailing civilization. How to rapidly develop higher maritime education under the guidance of the scientific concept of development is the main content of this thesis.This thesis, which comprehensively expounds the countermeasures and suggestions for China’s higher maritime education under the guidance of the scientific concept of development, is divided into four parts. Part Ⅰ discusses in detail the new mission given by the scientific concept of development to China’s higher maritime education; Part Ⅱ deals with those related factors which may affect the development of China’s higher maritime education as well as the opportunities and challenges confronting it; Part Ⅲ comprehensivel y sorts out the status quo of China’s higher maritime education and thoroughly analyzes the major existing problems, adhering to the methodology of the combination of document research and actual investigation, the combination of mail survey and field work and the combination of panel interview and individual exchange; Part Ⅳ puts forward the countermeasures for China’s higher maritime education in terms of maritime education’s structure, management system, construction of teacher, guarantees for practice teaching, semi-military management and board work incentives, with the scientific concept of development as a guide.On the basis of existing research findings, adhering to the principles of getting the foothold on domestic situation, having the whole world in view, taking the initiatives in adapting and developing in harmony, and with the scientific concept of development as a guide, this thesis systematically analyzes the opportunities and challenges confronting China’s higher maritime education, existing maritime education institutional mechanisms as well as the problems existing in maritime specialized personnel training in terms of its quality, scale and structure. This thesis also meditates on the countermeasures for Higher Maritime Education Development and puts forword several suggestions for improvement, hopefully contributing to China’s higher maritime education development.
