Security is one of the most important items in national and regional high politics and lasting topic of International Relations. It’s also the precondition of stability and development.The paper sets Central Africa as the object of study, focuses on the proliferation of light arms in the region, aims to find out the direct and indirect causes of the phenomenon and offers resolution and advice to it. In fact, proliferation and circulation of small arms has become the obstacle of national security and main factors of unrest of Africa regions. However, an Africa state has not realized the necessity and emergency of disarmament of small arms until1990s.First, the paper reviews the literature about disarmament. Then, the paper compares practical disarmament in Latin America with that in the Central Africa and analyzes the causes of failure of small weapon disarmament in Central Africa from theoretical and technical perspectives. The weapon collection in the regions involves in cross-border flow of illegal weapon, corruption of incompetent government, lack of social investment, insecurity and extreme poverty of citizens and inefficiency of exercise of arms collection, which lead to the lag and even failure of arms collection.The paper argues that based on the situation, it’s necessary to take measure towards light arms disarmament from social-economic factors. As long as the cooperation of several factors including national and regional governments, participation of civil society and NGOs and transnational corporations, which are mutual complementation, it’s possible to solve the security problems in the Central Africa Regional. Besides introduction, the papers have four sections.In the second section, paper based on literature, discusses theory and practice of disarmament reference to Latin America Region and analyzes the problems of disarmament in the Central Africa from technical and practical disarmament. As to the third section, the paper emphasizes elements for practical disarmament in the Central African Regional.It is from two dimensions largely, one is domestic and international angles and the other is government and the lack weapons of peacekeepers, international NGOs and business companies in order to explain solutions to disarmament problems. In addition, the paper will discuss the feasibility of application between given experience and theory in the issue. In the last part, authors conclude three keys factors of disarmament in Central African Regional, which is, controlling the quality of Small Arms, transparency of arms producers and exports, democracy and political commitment.
